Incentives, mandates, and bans contribute to industry growth.

Along with the MTBE bans passed by 25 states and under consideration by an additional five, as of March 2007, 11 states are considering mandating the use of renewable fuels and six have already passed such mandates. Further encouraging the use of ethanol, 17 states have some type of ethanol-production incentives, and 12 have retail-pump incentives.
