The Federal Highway Bill extended the subsidy through 2007, but called for a gradual reduction to 51 cents per gallon. In conjunction with the extension, the average ethanol plant grew from an average of between 20,000 and 7 MGY in the 1980s to a new high of 20 to 30 MGY.
